PUBLIC FINANCE AUTHORITY NOTICE OF PUBLIC HEARING WITH RESPECT TO NOT TO EXCEED $4,000,000,000 OF PUBLIC FINANCE AUTHORITY SENIOR LIEN TOLL REVENUE BONDS, SERIES 2025 (GEORGIA SR 400 EXPRESS LANES PROJECT) Notice is hereby given that on Monday, June 16, 2025, a public hearing, as required by Section 147(f) of the Internal Revenue Code of 1986 (the "Code") and Section 66.0304(11)(a) of the Wisconsin Statutes, as amended, will be held by the State of Georgia (the "State") with respect to the proposed issuance by the Public Finance Authority (the "Authority") of its Senior Lien Toll Revenue Bonds, Series 2025 (Georgia SR 400 Express Lanes Project), pursuant to a plan of financing in one or more series from time to time as exempt facility bonds for qualified highway or surface freight transport facilities pursuant to Section 142(a)(15) of the Code (the "Bonds"), in an aggregate principal amount not to exceed $4,000,000,000. The hearing will commence at 9:00 a.m., or as soon thereafter as the matter can be heard, and will be held at the Georgia Department of Transportation, One Georgia Center, 600 West Peachtree Street, NW, 4th Floor, Rooms 402/403, Atlanta, Georgia 30308. The Bonds are expected to be issued pursuant to Section 66.0304 of the Wisconsin Statutes, as amended, and the proceeds from the sale of the Bonds will be loaned to SR 400 Peach Partners, LLC (the "Borrower") in order to (a) construct approximately 16 miles of express lanes along SR 400 between the Metropolitan Atlanta Rapid Transit Authority ("MARTA") North Springs Station at Exit 5C in Fulton County, Georgia and approximately 0.9 miles north of the SR 400/McFarland Parkway Interchange at Exit 12 in Forsyth County, Georgia, namely (i) two express lanes in each direction from the MARTA North Springs Station to McGinnis Ferry Road, (ii) one express lane in each direction from McGinnis Ferry Road to north of McFarland Parkway, and (iii) several northbound and southbound access and exit points (collectively, the "Project"), (b) pay for other eligible costs related to the Project, (c) pay interest on the Bonds during the construction period, (d) fund reserves, and (e) pay issuance costs with respect to the Bonds. The Project will be owned by the Georgia Department of Transportation. The Bonds, including the principal of (premium, if any) and interest thereon, do not constitute a debt or a loan of credit or a pledge of the full faith and credit or taxing power of the State and shall never constitute or give rise to a pecuniary liability of the State, the Georgia Department of Transportation, the State Road and Tollway Authority, or any other department or agency of the State. The Bonds shall not constitute, directly or indirectly, or contingently obligate or otherwise constitute a general obligation of or a charge against the general credit of the State, the Georgia Department of Transportation, the State Road and Tollway Authority, or any other department or agency of the State, but shall be special limited obligations of the Authority payable solely from the loan repayments to be made by the Borrower to the Authority, and certain funds and accounts established by the bond indenture for the Bonds. This notice is intended to comply with the public notice requirements of Section 147(f) of the Code and Section 66.0304(11)(a) of the Wisconsin Statutes, as amended. The hearing will provide a reasonable opportunity to be heard for persons wishing to express their views on the merits of the Project, its location, the issuance of the Bonds or related matters. Oral comments will be limited to 10 minutes per speaker. A person wishing to speak at the hearing will be asked to provide his or her name, address and the person(s) or entity(ies) he or she represents, if any, prior to speaking. Written comments will be accepted by Mr. Chip Meeks, P3 and DB Procurement Advisor, but must be received by the close of the hearing.
